  • May be a synonym only of Pachyrhynchus phaleratus  Waterhouse, 1841 (see reference 7).
  • P. elenae is not officially recognized in the Administrative Order 2019-09 of the DENR PH, but P. phaleratus is listed (page 17 of  DAO 2019-09. See reference 6).

Comments on Locality Data

According to the paper [4], the collection of this species was conducted on January 2015 by a "local collector". The area of collection indicated in the paper is Mindanao island, Cotabato, Mt. Apo. 

The specific locality, however, is not clearly identified since no GPS coordinates were indicated. The areas of Mt. Apo under the Province of Cotabato are in Kidapawan City, Municipality of Makilala, and Municipality of Magpet [1]. The collection site may be in any of these municipalities/city. The specific locality may be verified by reviewing the Wildlife Gratuitous Permit (WGP) issued for such research. For reference on how to acquire WGP, click here.

Mt. Apo has been declared a Protected Area by virtue of Republic Act. 9237, also known as the Mount Apo Protected Area Act of 2003 [3]. The area has also been declared an ASEAN Heritage Park [1]. As per Joint DENR DA PCSD Administrative Order 2004-01 [5], also known as the Joint Implementing Rules and Regulations (IRR) pursuant to RA 9147 [2], any wildlife collection done in protected areas shall require a resolution from the Protected Area Management Board (PAMB). To acquire such resolution, researchers are required to present their research proposals during a board meeting which takes place quarterly.

The PAMB Resolution is a requirement when applying for a WGP. Copies of these documents are kept in file in the Regional Offices of the Department of Environment and Natural Resources (DENR), and can be retrieved by a simple "Freedom of Information" request. In those documents, the name of the collectors and the specific places of collection are indicated.

For research involving collection of actual specimens, Section 4.1 in the Wildlife Gratuitous Permit indicates that the DENR shall be acknowledged. Such acknowledgment is not indicated in the paper [4].
